Pakistan has not recovered from the devastating floods of 2022, with losses exceeding $30 billion. Over 32 million people were affected, 2.1m houses and more than 2,000 health facilities des­troyed. Of the $10bn pledged for rebuilding in January 2023, relatively little has reached the populations in greatest need. The worsening human development crisis must be the centrepiece of all state reforms.
