James Frank Kotera worked five days a week at the landfill transfer station in Highland, Wisconsin. He’d spend most of the rest of his time at home, adding to his 24,100-pound ball of twine. His former neighbor, Terri Nelson, first met him in 1980 when she stopped to ask what he was doing.
