David Horton has been named Penn State’s new vice president for Information Technology (IT) and chief information officer (CIO) Horton will begin his new role on a part-time basis before joining the University full time no later than June 1. Horton’s responsibilities include overseeing implementation of IT services and providing strategic leadership for IT initiatives.
