Joint Committee of Public Accounts and Audit (JCPAA) issued greatly expanded terms of reference from its initial target, Home Affairs, which junked a $92 million visa-outsourcing tender. The widened probe now includes at least eight other major federal tech projects and their procurements, and importantly includes the “ethical use of resources and ethical behaviour” surrounding the deals.
