Democrats and Republicans rarely reference the same papers, a study finds. The study examined more than 49,000 reports and hearing documents published by committees in the Senate and House of Representatives from 1995 to 2021. It also examined whether the type and number of citations changed depending on whether Democrats or Republicans controlled the chamber and hence each committee.
