Ce’Yann Irving pays $990 a month for a two-bedroom apartment on the site of a former dairy processing plant in New Orleans. The affordable housing complex is a joint project of Alembic Community Development and the Gulf Coast Housing Partnership. It seeks to be a model for communities nationwide by linking stable housing to better health.
