State Sen. Saud Anwar said the Senate’s comprehensive health care bill would establish a working group to determine who would be responsible for data breaches. The Health Information Exchange, also known as Connie, was launched three years ago. It operates as a nonprofit organization, although its executive director, Jenn Searls, and Board Chair Sumit Sanjnani are employees of the state Office of Health Strategy.
