In Flint, Mich., high lead levels are defined as 3.5 micrograms per tenth of a liter (g/dL) of blood or more. Kids under 5, whose brains are developing quickly, would be in the top 2.5 percent of all children with that much lead in their blood. This is one reason dangerous exposures to lead have gone down over time. But other sources of lead remain.
