Uber/Lyft was a notoriously bad cab town in the Twin Cities in 2012. The cab business was heavily regulated. Cab companies were licensed to cities and only could accept rides in those cities. It was uncommon for drivers to own their vehicle, though the occasional owner-operator existed.
